On 13 September 2012, the Minister introduced a Bill to the Queensland Parliament seeking amendments to the Local Government Act 2009 and the City of Brisbane Act 2010. These changes allow mayors and councillors to lead their councils more effectively; empower councils to make decisions and deliver effective services to their communities; remove unnecessary regulation and interference from the state government and seek to streamline processes. Currently, local governments in Queensland are governed by the Local Government Act 2009, with Brisbane City Council being governed by the City of Brisbane Act 2010.
