De-amalgamation

The Honourable David Crisafulli MP, Minister for Local Government, Community Recovery and Resilience recently announced that de-amalgamations would proceed in four Queensland local government areas, namely:

• Noosa Shire Council de-amalgamating from the Sunshine Coast Regional Council
• Livingstone Shire Council de-amalgamating from the Rockhampton Regional Council
• Mareeba Shire Council de-amalgamating from the Tablelands Regional Council
• Douglas Shire Council de-amalgamating from the Cairns Regional Council

In all cases the de-amalgamations will be to the boundaries as they existed at the 2008 council amalgamations.

The Local Government (De-amalgamation Implementation) Regulation 2013, which formalised the process, was enacted on 11 April 2013.

The transition phase commenced on 12 April 2013 with the appointment of transfer managers, who will oversee the transition process and establish the new local government. The Minister has also appointed a local advisory committee for each area to provide advice to the transfer managers on local issues.

The new councils will officially commence operations on 1 January 2014.

  Peter has direct local government experience in Queensland, including eight-plus years leading Livingstone and the Mackay Regional Councils, both of which exposed him to the amalgamations of 2008. He also has direct experience in a local government de-amalgamation, working at Victoria’s Delatite Shire Council, where as Director Administrative and Community Services he developed the financial models for the two new councils (Mansfield and Benalla).

  Jeff had 18 years experience as a local government chief executive officer, 14 of which he spent running one of the largest local governments in South Australia. He also was the project manager for the amalgamation which led to the establishment of the City of Onkaparinga, SA. He now consults to a range of councils and the Local Government Association of South Australia on current local government issues.

  Graeme has 20 years experience as a local government chief executive officer in Queensland and he has spent the last three and half years with the Gladstone Regional Council. As the former chief executive officer of Calliope which amalgamated with Gladstone, he understands the issues confronting the Rockhampton and Livingstone region.
